# MADAR Power Path Tracker — method

## Purpose

The tracker asks a narrow question: what project-specific public evidence shows that an announced or operating compute case has a documented route to electricity? It does not estimate private progress or produce a deliverable-MW market total.

## Evidence levels

- **P0 — no project-specific power-path evidence located.** No named electricity counterparty, connection record, or dedicated grid asset was found.
- **P1 — counterparty named.** A utility or supplier is publicly associated with the case, but connection point, voltage, firm MW, reinforcement, commercial terms, and energization remain unproved unless separately disclosed.
- **P2 — dedicated asset or reinforcement disclosed.** A project-specific substation, connection asset, or reinforcement scope is documented. Procurement or intent is not treated as award, construction, or energization.
- **P3 — firm connection terms evidenced.** An executed connection agreement, firm allocation, or equivalent documentary record establishes project-specific connection capacity and terms.
- **P4 — energized.** A utility, regulator, owner, or equivalent primary source gives project-specific energization or commissioning evidence.

The levels are ordinal evidence gates, not a commercial-readiness score. They are not added to physical-delivery, site, capacity, or operability codes.

## Rules

1. One row corresponds to one audited case in the facility-readiness ledger; physical assets, programs, and logical cloud regions remain labeled as different analytical units.
2. Blank means not publicly established—not zero, no, or absent in reality.
3. Expected award, planned start, and service dates are targets. They do not establish observed award, construction, energization, or operation.
4. Procurement of a substation is P2 until executed connection or delivery evidence is public.
5. Accelerator counts are not converted to MW without a source-defined electrical measure.
6. A contractor disclosed for a general facility expansion is not assumed to have won a separate electrical tender.
7. P3 requires project-specific firm terms; P4 requires project-specific energization evidence. Neither is inferred from a live cloud service or an operating-data-center claim.

## Update protocol

New evidence must carry a stable source URL, publisher, publication or observation date, source tier, precise locator, and archival status. A new source changes a case only if it establishes a field or milestone not already supported. Later targets supersede earlier targets for current-status assessment, while the full target history remains visible.
